"Farm labor shortage" is a phrase you hear everywhere in Indian agriculture. It's in government reports. It's in newspaper headlines. It's repeated at conferences. But what does it actually mean? Does it mean not enough workers exist? Or that workers won't come to farms? Or that wages are too high? Or too low? Or that hiring is chaotic? Or that retention is impossible?
The answer: all of the above. And none of the above.
The real problem wasn't labor shortage. It was invisibility.
